And be wary of thinking that any department graded 5 must necessarily be a better place to study than one graded 4. Shortly I shall suggest more helpful ways of judging between universities. But first we must consider another ‘performance indicator’, the Funding Council’s (now the Quality Assurance Agency’s) Teaching Quality Assessments (TQAs) which have been even more fraught than the RAEs.

Is there really any great difference? Who makes these judgements? Panels of assessors were chosen from university teachers, but one could argue that this is a chore that attracts a certain type of individual, someone who likes telling people what to do and often has very definite views of how teaching should be carried out. Groups of four or five assessors spent two or three days in a department. They observed a few lectures and classes – but it is notoriously difficult to evaluate – and certainly to grade – the quality of teaching.
